This guide covers the permesso di soggiorno (residence permit) for non-EU citizens in Milan. It is based on official sources from Polizia di Stato, Poste Italiane, Portale Immigrazione, and Comune di Milano. EU/EEA/Swiss citizens do not need a Questura permesso, they register residency at the Comune instead.
What the permesso is
The permesso di soggiorno is Italy’s stay title for non-EU foreigners living in Italy beyond short tourist stays. The electronic version is a smart card issued by the Questura after identity checks (including fingerprints).
It is separate from:
- your passport and entry visa
- residenza anagrafica (address registration at the Comune)
- the CIE (Italian ID card for residents)

What it is and is not
It is:
- your legal right to remain in Italy for a specific motivo di soggiorno (study, work, family, etc.)
- required before most residenza applications for non-EU newcomers
- often applied for at Poste Sportello Amico, then finalized at the Questura
It is not:
- a travel document: use your passport for leaving and re-entering Italy
- interchangeable with a Schengen tourist stay
- the same kit for every motive. Check the codice on your yellow-striped kit matches your visa reason
Poste vs Questura vs Sportello Unico (SUI)

Do not pick up a random yellow kit if your route starts at the Prefettura, the SUI provides the correct pre-filled package.
Kit codice: do not mix up 16 and 17
When you complete Modulo 1, field d. asks for the codice motivo from the kit tables (Portale Immigrazione, kit instructions). Two work codes are often confused:

Using the wrong codice can delay or reject your application. Match the code to your visa sticker and nulla osta category. When in doubt, ask your employer, university, or a Patronato listed on Portale Immigrazione before submitting.
Students typically use codice 31 (STUDENTE, art. 39 bis). Related study codes from the Poste motive table:

The MOD. 209 kit (yellow-striped)
The physical kit contains Modulo 1, Modulo 2, instructions, bollettino, and envelope. Pick it up free at any post office with passport or existing permesso (Polizia di Stato, art. 217, Questura di Milano).

Step-by-step: Poste route (most newcomers)
- Get the yellow-striped kit at a post office (one kit per person, with passport or existing permesso), or use free help from an authorized Comune/Patronato.
- Complete Modulo 1 (and Modulo 2 if you have income). Sign in the designated box: unsigned kits are rejected (Portale Immigrazione).
- Gather copies: passport pages (bio + visa stamps), supporting docs for your motive, payment receipts.
- Submit at a Sportello Amico post office in an open envelope (Poste Italiane).
- Pay at the counter (marca da bollo, operator fee, production fee, state contribution).
- Keep the ricevuta and Questura appointment letter (or await raccomandata if no slot was available).
- Attend Questura on the scheduled date with 4 identical photos (35×45 mm, white background) and payment receipt stub (Portale Immigrazione).
Processing: Polizia di Stato cites an average of ~60 days from application to electronic card issuance (Polizia di Stato, art. 225).

Always bring:
- Valid passport (or equivalent travel document)
- Modulo 1 (+ Modulo 2 if applicable), signed
- A4 photocopies of passport bio page and visa/entry stamps
- Marca da bollo (€16) affixed to the application
- Bollettino postale payment receipt(s) for production + contribution
- Motive-specific documents per Portale Immigrazione tables
For renewals, also include a photocopy of your expiring permesso.

Contributions vary by duration and type. Minors under 18 and certain protection statuses are exempt (Polizia di Stato, art. 217).
After you apply: ricevuta, travel, and renewal
Ricevuta (application receipt)
The Poste ricevuta proves you submitted your application. Attach it to:
- your passport (first applications), or
- your expiring permesso (renewals)
It allows you to circulate inside Italy while waiting. It is not a passport substitute for international travel.
Traveling with the ricevuta
Polizia di Stato rules for temporary departure (requirements for leaving Italy temporarily):
Renewals (and similar): you may leave and re-enter Italy with:
- the Poste ricevuta
- your expired permesso
- your passport
First applications (work subordinate, autonomous, or family reunification): facilitated re-entry is allowed only if you:
- enter and exit through an Italian external border (not transit through other Schengen countries)
- carry passport, entry visa, and Poste ricevuta
Rules differ by case: confirm against the official page before booking travel.
Renewal timing
Renew at least 60 days before expiry via Poste when your motive is on the Poste list (Portale Immigrazione). Track status on Portale Immigrazione (codes on your ricevuta) and, after Questura fingerprinting, on Polizia di Stato.
Questura appointments
Book or manage appointments via PrenotaFacile when needed. Milan’s Questura is Questura di Milano: verify address on the convocation letter.
What comes next
Once your permesso (or renewal ricevuta) is in place:
- Register residenza online: Milan’s first registration for foreigners from abroad is via the dedicated online service, not a walk-in Anagrafe appointment (Comune di Milano, KA-00489).
- Request the CIE after residenza is registered.
- Declare TARI occupancy within 90 days of moving in (Comune di Milano, KA-00489).
