This guide covers the first administrative steps when moving to Milan for students, workers, and EU citizens. It is based on official sources from the Comune di Milano, Polizia di Stato, Poste Italiane, Universitaly, YesMilano, and Agenzia delle Entrate. Consular rules vary by nationality: always confirm with your Italian embassy or consulate and the Il Visto per l’Italia wizard before you book travel.
What this guide covers
Moving to Milan is not one form. It is a sequence that depends on your nationality and reason for stay:

Procedures differ by comune. This guide is Milan-first.
What moving admin is and is not
It is:
- a fixed order: legal entry → stay title → tax ID → daily-life setup → address registration
- heavily consulate-specific before you travel
- time-sensitive after arrival (especially the permesso deadline)
It is not:
- completed by university admission alone (students still need visa + permesso + enrolment steps)
- interchangeable with a tourist Schengen stay if you plan to live and study/work long-term
- the same for EU and non-EU citizens
Before you move: confirm visa need and pathway
Step 0: Do you need a visa?
Use the official MAECI wizard: vistoperitalia.esteri.it. It asks nationality, country of residence, purpose, and length of stay.
YesMilano confirms: most non-EU students staying more than 90 days need an entry visa applied for at the Italian embassy/consulate in your country of legal residence, not in Milan (YesMilano, student visa).
You generally cannot apply at a consulate outside your assigned district.
Non-EU students: before departure
Official sequence from Universitaly and YesMilano:
- Choose a programme at an Italian institution (follow their international admissions deadlines).
- Complete Universitaly pre-enrollment when required: the institution validates your application online.
- Obtain the consular study visa (typically type D) with documents such as passport, photos, proof of accommodation, financial means, health coverage, and enrollment/pre-enrollment proof. Visa fee: €50 (YesMilano: student visa).
- Book the consular appointment early: YesMilano recommends allowing ~8-10 weeks before departure; appointments may not be available for 1-2 months.
Apply no more than 90 days before your study term starts (YesMilano).
Codice Fiscale before arrival: YesMilano notes you may request it from your Italian consulate, or obtain it in Milan after arrival (YesMilano, first steps). Most non-EU students receive it through the permesso process at the Questura (Agenzia delle Entrate).
Non-EU workers and family reunification: before departure
Work and family flows usually involve the Sportello Unico per l’Immigrazione at the Prefettura (nulla osta / authorization) before entry. The permesso kit at Poste is not the first step for all work types, subordinate work, autonomous work, and family reunification often start at the SUI (Poste Italiane, permessi di soggiorno).
Confirm your exact route with the Prefettura and your employer or consulate. Do not assume a generic “job seeker” visa exists without checking vistoperitalia.esteri.it and consular guidance.
EU / EEA / Swiss citizens
No Italian permesso di soggiorno is required. For stays over three months, iscrizione anagrafica (residence registration) at the Comune is sufficient, the same as for Italian citizens (Poste Italiane, cittadini UE).
Bring a valid identity document, proof of economic resources and health coverage as required for your status (Comune di Milano, EU non-worker residency).
First 8 working days in Milan (non-EU long-stay)
This is the most critical deadline for most non-EU newcomers.
Rule: You must request a permesso di soggiorno within 8 working days of entering Italy (Polizia di Stato, Poste Italiane, Universitaly).
Students: typical Poste procedure
Study permits for university students use kit codice 31 (STUDENTE, art. 39 bis TUI) and are submitted at Poste Italiane Sportello Amico offices, per the official motive table (Poste Italiane, codice 31, table updated May 2024). Do not use codice 24 (motivi di studio, art. 39 TUI) or 32/33 (alunno/tirocinante) unless your visa category matches those rows.
Kit: the submission package is the yellow-striped MOD. 209 kit (Modulo 1 + Modulo 2, instructions, bollettino, envelope). Pick it up free at any post office with your passport. It is not a generic downloadable form (Polizia di Stato, art. 217, Portale Immigrazione: procedura). Useful references before you go:

Documents to include in the kit (permesso per STUDIO, Questura PDF):
- Dichiarazione di ospitalità + lease, or certificato di residenza on renewal
- Passport copy (all pages with bio data, visas, and entry stamps)
- Copy of expiring permesso (renewals only)
- Enrollment / exams self-certification (autocertificazione iscrizione ed esami)
- Health coverage: insurance policy or SSN enrollment proof (bollettino)
- Proof of financial means
- Marca da bollo €16 + bollettino postale €70.46 (study, up to 1 year, verify amount on kit)
Free kit help: authorized Patronati and Comuni can compile the form digitally and hand you a printout in the official envelope (Portale Immigrazione, Patronato search).
- Pick up the yellow-striped MOD. 209 kit at a post office with your passport (one kit per person), or get help from an authorized Comune/Patronato (Poste Italiane).
- Complete Modulo 1 (field d. = 31 for most uni students) and Modulo 2 if you have income, sign or the kit is rejected.
- Submit at a Sportello Amico post office in an open envelope with A4 copies and documents above (Portale Immigrazione, procedura). Optional: book at Poste or via the Poste Italiane app to save counter time.
- Pay fees at the counter (see below).
- Keep the ricevuta and Questura appointment letter, if no slot was available, a raccomandata follows with the date (Poste Italiane).
- Attend Questura di Milano on the scheduled date with 4 identical photos (35×45 mm, white background) and one bollettino receipt stub (Portale Immigrazione, Questura di Milano).
Your university should provide forms and local instructions (YesMilano, residence permit).

Workers: kit codice 16 vs 17 (do not mix up)
On Modulo 1, field d. must match your visa category (Poste Italiane, codice table, Portale Immigrazione, kit):

Wrong codice = rejected or delayed application. If your route started at the Sportello Unico Immigrazione (nulla osta), use the kit the Prefettura gives you. Do not grab a random yellow kit at Poste.
Processing time: Polizia di Stato cites an average of ~60 days from application to electronic permesso card issuance (Polizia di Stato).
Traveling while your permesso is processing
The Poste ricevuta is not a travel document, but Polizia di Stato allows temporary departure and re-entry in defined cases (requirements for leaving Italy temporarily):
- Renewals: ricevuta + expired permesso + passport
- First applications (work/family routes listed on that page): ricevuta + passport + entry visa, re-entry through an Italian external border only; no transit through other Schengen countries

First 30 days: Codice Fiscale, healthcare, transport, housing
Once your permesso application is submitted, parallel setup:
Codice Fiscale
- Most non-EU arrivals: assigned during permesso processing at the Questura (Agenzia delle Entrate).
- If you still need one: request at any Agenzia delle Entrate office with form AA4/8 and valid ID, in-person appointment required for first issuance to foreign nationals (Agenzia delle Entrate).
- Before arrival option: Italian consulate or in Milan (YesMilano, first steps).
You need it for contracts, enrolment, and most admin.
Healthcare
- EU students: may use EHIC in Milan; S1 form if applicable (YesMilano, first steps).
- Non-EU full-course students: can enroll in the Servizio Sanitario Nazionale at an affordable yearly rate, or maintain qualifying private insurance as required for visa/residency (YesMilano, healthcare).
For residency applications, Comune di Milano accepts SSN enrollment as valid health coverage for foreign students (Comune di Milano, student residency documents).
Transport (Milan)
YesMilano publishes current ATM fares for the urban M1 zone (YesMilano, first steps):

Groceries and street markets
Once you know your municipio, weekly open-air markets (mercati rionali) are a cheap way to buy produce and household goods. The Comune publishes official locations and hours in open data (DS291). Housing
Secure a contract or lawful accommodation proof early, you need it for visa, permesso, and residenza. For rental contracts, Comune di Milano requires a copy of the lease (and registration receipt if applicable) (Comune di Milano, foreign tenant housing docs).
Keep names, dates, and addresses identical across passport, visa, permesso kit, and lease.
Registering residence (residenza) in Milan
First registration for foreigners arriving from abroad is done online through Milan’s dedicated service, not by walking into Anagrafe without an appointment (Comune di Milano, KA-00489, Comune di Milano, residenza stranieri dall’estero). Download the required forms from the service page, upload documents, and submit within 20 days of your transfer.
Non-EU students can register only with a valid permesso di soggiorno or documented renewal in progress (Comune di Milano, student residency).
Required documents include: valid ID, Codice Fiscale, proof of school/training enrollment, economic resources self-declaration (EURO1 reference), health coverage, and housing documentation (Comune di Milano, KA-00431).
EU citizens register directly with ID, resources proof, and health insurance (Comune di Milano, KA-00491).
EU exchange students (4-12 months) may use temporary registration instead of full residenza (YesMilano, first steps).
After residenza is accepted:
- Request the CIE (electronic ID): appointment-only at Anagrafe
- File TARI occupancy declaration within 90 days of move-in (Comune di Milano, KA-00489)
Student-only: finalise university enrolment
Universitaly’s last step: after visa and permesso steps, complete enrolment at your institution using their local procedure (Universitaly, finalise enrolment).

Most common mistakes
- Missing the 8 working-day permesso deadline after arrival
- Confusing university admission with a completed visa, you need consular issuance
- Using the wrong booking channel (e.g. national portals that do not apply to Milan-specific services)
- Inconsistent addresses across visa, permesso kit, and rental contract
- Wrong permesso kit codice (e.g. 24 instead of 31, or 16 instead of 17 for workers)
- Registering residenza before permesso (non-EU students)
- Relying on random expat forums instead of Comune, Questura, and consular pages, ikr, including this one if we ever skip the official links
