TARI (waste tax) in Milan: practical guide for tenants and new residents

This guide covers TARI (Milan’s municipal waste tax) for tenants and new residents in Milan. It is based on official sources from the Comune di Milano. Rates and deadlines are set by Milan each year, confirm current amounts on the comune website before paying.

What TARI is

TARI (Tassa sui Rifiuti) is the local tax that funds collection, transport, and disposal or recovery of municipal waste (Comune di Milano, Cos’è la Tari).

It applies to anyone who owns or occupies rooms or open areas in Milan that can produce household waste, including apartments, garages, cellars, and parking spaces (Comune di Milano, Tari informazioni).

For domestic users (utenze domestiche), the bill has:

Practical tip for renters: read your contratto di locazione. If it is silent and the lease is longer than six months, the tenant pays by default.

What TARI is and is not

It is:

  • a municipal waste service charge, not a national tax like IRPEF
  • tied to occupancy of a specific property in Milan
  • billed in two instalments per year (acconto + saldo) once your position is registered

It is not:

  • included automatically in rent unless your contract says so
  • cancelled when you change residenza anagrafica alone, you must file a cessation declaration when you actually leave the flat (Comune di Milano, KA-02150)
  • payable via F24, MAV, or generic bollettini. Use the codes on the official avviso di pagamento only (Comune di Milano, Tari pagamento)

Step 1: Declare occupancy when you move in

When you start occupying a home in Milan, you must submit a dichiarazione di nuova occupazione (domestic user).

Deadline

Under Milan’s TARI regulations, the initial declaration must be filed within 90 days of the start of occupancy (Regolamento TARI Comune di Milano, art. 10).

If you do not declare, the Comune cannot calculate TARI and may not send a payment notice (Comune di Milano, Avviso di pagamento Tari).

When charges start

Declared data affects billing from the bimestre (two-month period) after occupancy begins (Comune di Milano, dichiarazione di occupazione).

  1. Open Tari: dichiarazione di occupazione di appartamenti e immobili.
  2. Sign in with SPID or CIE (Comune di Milano, KA-02120).
  3. Complete the form: you will need Codice Fiscale, cadastral data, surface area, and number of occupants.
  4. Save the online receipt.

If online fails: download the form from the same service page and send it by PEC to tassarifiuti@pec.comune.milano.it, email to tassarifiuti@comune.milano.it, registered mail, or hand delivery per Comune di Milano, KA-01955.

Attach supporting documents such as lease contract or cadastral floor plan when required.

Step 2: Pay when you receive the avviso

Do not pay before the Comune issues an avviso di pagamento. Wait for the notice or check Fascicolo del Cittadino (Comune di Milano, Tari pagamento).

Moving out: critical

File cessation when you release the flat, not only when you cancel residenza. Milan states explicitly: changing residenza alone does not prove you stopped occupying the property (Comune di Milano, KA-02150).

Exception: if utilities remain active in the flat (electricity, gas, water), Milan says you may not need a cessation declaration, but you continue paying TARI for that property (Comune di Milano, dichiarazione di cessazione).

If late, attach proof such as:

  • closed lease / sale deed
  • landlord statement or key handover record
  • final utility closure bill

Fees and how much you might pay

There is no flat fee: Milan calculates TARI from surface area and household size using annual tariffs approved by the City Council (Comune di Milano, Tari informazioni).

Some automatic reductions apply (e.g. large families in smaller flats, over-75 households). See Comune di Milano, Tari informazioni. From 2026, eligible households may receive the bonus sociale rifiuti (25% discount) via ISEE/DSU without a separate Comune application.

After you declare: what to expect

  1. Confirmation receipt (online or protocol number if sent by mail).
  2. Position visible in Fascicolo del Cittadino once processed.
  3. Acconto and saldo avvisi each year, unless your case is still being calculated.
  4. If amounts look wrong after a recent declaration, check Fascicolo and use the Comune’s segnalazione dati errati service (Comune di Milano, Avviso di pagamento Tari).

Late or missing declarations can trigger assessment notices with penalties and interest (Regolamento TARI).
